In the first half of 2026, a series of lifeboat safety accidents occurred in the global maritime sector. The International Maritime Organization (IMO) simultaneously revised its rules intensively to promote a comprehensive upgrade of lifeboat equipment management and safety standards, and the industry entered a critical period of safety rectification.
•Accident Cases
On May 24, a major accident occurred at the Sepat FSO facility off the coast of Terengganu, Malaysia. Four contractors were performing maintenance on a lifeboat when the hull suddenly detached and plunged into the sea, resulting in three deaths and one serious injury. Preliminary investigations suggest the accident was related to a broken steel cable or a malfunction in the release system. This incident once again exposes the high risks involved in lifeboat maintenance and has raised serious concerns within the global shipping industry regarding the management of low-frequency emergency equipment.
•Accidents have spurred regulatory reforms.
From May 13th to 22nd, the 111th session of the IMO Maritime Safety Committee adopted several amendments related to lifeboats. Key requirements include: revising the seatbelt specifications for freefall lifeboats to require color differentiation for adjacent seatbelts; updating maintenance and inspection standards, adding an inspection item for the simulated release device of freefall lifeboats; and the new regulations will take effect on January 1, 2028. Furthermore, new regulations for ventilation in fully enclosed lifeboats, to be implemented from 2026, stipulate a minimum ventilation volume of 5 cubic meters per person per hour for at least 24 hours.
Currently, lifeboat safety has become a core focus of maritime regulation. Industry insiders say that lessons must be learned from accidents, new regulations must be strictly implemented, and the management of the entire equipment lifecycle and practical training for crew members must be strengthened to prevent "life-saving equipment" from becoming "high-risk hazards" and to build a solid last line of defense for maritime safety.
