I. Effective Date of the Regulations
New Ships: Ships built on or after July 1, 2002, are required to have EEBDs installed upon completion of construction.

III. Minimum Equipment Quantities for Cargo/Passenger Ships
1. Ordinary Ocean-going Cargo Ships
Living Area: At least 2 EEBDs
Spare Reserve: 1 additional spare EEBD (for training and replacing expired equipment)
General Rule: ≤10 EEBDs on board, 1 spare; 11-20 EEBDs, 2 spares; >20 EEBDs, 10% spares, maximum 4 spares
2. Passenger Ships
Passenger Capacity ≤36: ≥2 EEBDs per main vertical section, 2 spares for the entire ship
Passenger Capacity >36: ≥4 EEBDs per main vertical section, 2 spares for the entire ship
Small independent staircases and main vertical sections without dangerous cabins at the bow and stern may be exempt from some equipment requirements.
IV. SOLAS Lifeboat Mandatory Requirements
Each fully enclosed lifeboat must have at least two EEBDs installed.
Usage Scenarios: Fire on ship deck, dense smoke in boarding passageways, smoke infiltration due to malfunction of external sprinklers.
V. Placement Location
Storage Location: Prominent, unobstructed, and easily accessible; placed along escape routes; do not lock or obstruct with debris.
